We all pretty much caught on that the governement goes through our trash some time ago. They go through our trash to find out our secrets. But sending dudes to go through our trash got to be pretty obvious, and the jails were filling up with people shooting at agents digging through their garbage. So now they have bears to do their... dirty work.
